Covered Bridge Development Project Up for Consideration Again

The City of Cedarburg Plan Commission on Monday, March 2, 2026 reviewed Neumann Developments’ conceptual plan for its 481-unit, 2.34 units per acre Covered Bridge Development on the 214 acres located on the north side of State Highway 60 and west of Sheboygan Rd.

Quick breakdown of the conceptual plan:

- 481 units total at 2.34 units per acre (Smart Growth Area 12 – medium-density residential zoning).
- Housing mix (all for-sale ownership, multi-phase build):
- 32 townhomes (fourplex condos) – starting low $400,000s
- 62 townhouse-style duplex condos – mid-to-upper $400,000s
- 50 ranch-style duplex condos – mid-to-upper $500,000s
- 193 single-family villas – mid-to-upper $500,000s
- 111 single-family residences – mid-to-upper $600,000s
- 33 estate single-family homes – low $800,000s

Neumann’s president Bryan Lindgren told the commission they’re aiming for a strong “sense of presence and identity” on this big north-side parcel. He noted the mix broadens buyer appeal and that Highway 60 frontage requires some density layering plus buffers (unlike their earlier Fairway Village project).

This is a big step down from the 2024 concept (which floated up to ~580 units). No action was taken — it’s still very early/conceptual. Next steps would involve more detailed site plans, traffic studies, etc.
